Minor Update: CRPT Turon is considering (unofficially) to not require the Utilization reporting for the moment until December 2023

Market Executive Summary Anticipating regional effort to develop legislation on falsified medicine under the umbrella of Eurasian Economic Union (Belarus, Kazakhstan, Russia, Kyrgyzstan, Tajikistan, Uzbekistan), to align with Russian Federation. Full right EAEU member.

2019: EAEU agreements to uniform serialization norms among member countries: resolutions N 72, 127, 128,129, 130, 205 on serialization of shoes, light industry, tiers, cameras, parfums and cloths (N 129 from 2020: milk products). Based on these resolutions: for EAEU countries, who can’t provide their own labelling codes, should be helped with serialization codes by other countries, such as Russia.

November 20, 2020: Uzbekistan Government published Decree #737 “Establishment of obligatory digital labelling”. According to this Decree, serialization is required for tobacco, alcohol, pharmaceuticals, soft drinks, and appliances.

April 2022: The confirmed timeline for the start of medical serialization is September 1, 2022.

Key Dates
  • Timelines for medical devices:
    • February 1, 2024 – January 31, 2025: pilot of medical devices
    • February 1, 2025: start of phase-based implementation of mandatory serialization of medical devices (the list will be determined by the government)
  • Decree N 149 (from Apr 2, 2022) confirms the serialization dates:
    • September 1, 2022: 1st group of non-orphan drugs in secondary packaging-(preparation work- May, production readiness Jun-Jul, aggregation Dec 2022- May 2023, fiscal integration 2023-2025 – 5 phase implementation plan)
    • November 1, 2022: 2nd group of drugs in primary packaging
    • March 1, 2023: 3d group of orphan drugs and medical devices connected
    • February 1, 2025: 4th group of medical devices from the list confirmed by authorities
  • June 1, 2021 – January 31, 2022: the duration of serialization pilot for medicines during the pilot phase, the crypto codes are given for free).
  • May 20, 2021: guidelines on pilot have been published (Decree N 322)
  • November 20, 2020: Uzbekistan Government published Decree #737 “Establishment of obligatory digital labelling”.
